FIFA lifts suspension of Kenya Football Federation
The FIFA Emergency Committee has on Friday 9 March 2007 decided to grant the conditional lifting of the suspension imposed on the Kenya Football Federation (KFF) on 24 October 2004. This decision which was recommended by the Confederation of African Football (CAF) and requested by the president and interim of the KFF, Mohamed HATIMY, was made possible by the positive developments that have recently been noted, particularly in the wake of a visit to Nairoby by a CAF delegation.
This delegation, comprising two members of the CAF Executive Committee, Dr Amos ADAMU (Nigeria), who is also a member of the FIFA Executive Committee, and Célestin MUSABYIMANA (Rwanda), secured the following a declaration from the sports minister not to interfere any further in the running of the KFF, respect for the agreements reached with FIFA (in particular, the agreement signed in Cairo in January 2006) as well as observance of FIFA's Statutes and principles; the immediate dissolution of the normalisation committee installed by by the sports minister and the assurance that the KFF will be run by structures recognised by FIFA and chaired ad interim by Mohamed HATIMY; the withdrawal of any pending legal proceedings.
A FIFA delegation will visit Nairobi from 14 to 16 March 2007 with a view to implementing a road map for the immediate relaunch of Kenyan football, which will be based on the following points: the completion of the KFF headquarters and technical centre as part of the Goal project, the introduction of a transparent financial management system, the choice of a site for laying an artificial turf pitch and talks with the KKF regarding a programme for supporting the Kenya Premier League(KPL) based on agreements reached prior to the 2005-06 season regarding the redcution of the number of participating teams to 18 and the principle of promotion and relegation. The latter two points will be addressed as part of the Win in Africa with Africa initiative. FIFA will then lay down a map road for the normalisation of Kenyan football, which is to include the convening of a genaral assembly and the amendment of the KFF statutes in accordance with the instructions sent the 207 FIFA member associations.
To recap, the FIFA Emergency Committee had suspended the KFF on 24 October 2006 due to repeated government interference in local football affairs and non-compliance with the agreement reached with FIFA in Cairo and fundamental sporting principles such as the integrity of competitions and the principle of promotion and relegation. The suspension had been confirmed at a meeting of the Executive Committee in Zurich on 5 and 6 December 2006.
